PURPOSE:To easily set up a fence at any place by using a spongy fibrous structure integrally formed by joining the interwoven or contact portions of fibers, having less than a given light transmittance. CONSTITUTION:A spongy fibrous structure, which is formed integrally by bonding the interwoven or contact portions of fibers and has a light transmittance of 30% or less, is fixed as an underwater fence 1 to anchors 3 under water. The fixing position of the fence body 1 under water is adjusted by adjusting a float 2 and the anchors 3, and suspended matters in the fence body are filtered through the spongy fibrous structure for removal. The flow resistance of water can thus be lessened. A very light-weight and easily handleable underwater fence having stable turbidity-preventing force can be obtained.
