Solution drugs was provided to conductive or semi - conductive surface which vaporized them by static elasticity to give electric charged mists. The above surface was placed near electric field control unit(37) of the electric portential that caused the vaporizing electric field intensity on the above surface with the low loss of an electric current using low voltage. The solution was not left in the electric field control unit.
