The buoy is anchored to the sea bed near the shore and comprises a large floating platform encircled by rails. A mast is provided, its diameter being sufficient to act as a vertical support for three publicity display panels arranged as a triangle. This display unit is mounted on a bearing and is rotated by the wind. It is topped by a flagstaff, which enables a suitable warning or weather flag to be flown. The platform of the buoy is accessible by ladder and can be used by sun bathers or divers.
