The panel consists of a thermally insulating bedplate (3) provided with channels (5) on its upper surface. A loop of piping (2) through which the heating or cooling fluid flows is located in the channels. On the upper surface of the plate are layers (6, 10) of thermally conducting material coated with plastic and protected against corrosion. These layers are permeable to steam. Either the channels removing moisture are located between the bedplate channels and its edges or the top plates (12, 13) are made of minerals and used above a layer (10) which resists moisture and is permeable to steam. The layer (10) and its smooth plastic coating possess holes permitting the escape of steam. Any water vapour generated inside the panel can easily escape and no condensation occurs inside the panel, so no corrosion and/or fracture of the pipes (2) occurs.
