The invention relates to a weaving apparatus for weaving a narrow fabric which has a plurality of warp threads interwoven with a pair of catch threads and a shuttle thread. The apparatus includes a positioner for positioning the warp threads between the pair of catch threads and a shed changer for raising and lowering the warp threads and the catch threads periodically at a first and second set of points in time in a cycle to weave. A shuttle carries the shuttle thread through the warp threads to engage a catch thread and carry the catch thread into the warp threads, and a payer for programmably paying out not more than a single catch thread engaged by the shuttle thread during a single cycle of the shed changes. The shed changer and payer preferably comprise, respectively, first and second double index dobbies.
