PURPOSE:To form a sharp image by applying a bias voltage so that a conductive sleeve has the same polarity as a toner charge and a transparent electrode surface has the opposite polarity of the toner charge, and setting developing conditions in such a way that one or more but two or less photosensitive toner layer is formed on the transparent electrode surface under nonexposing conditions. CONSTITUTION:The bias voltage is applied so that the conductive sleeve 16 has the same polarity as the toner charge and the transparent electrode surface 2 has the opposite polarity of the toner electrode; also the developing conditions are set in such a way that one or more but two or less photosensitive toner layer 26 is formed on the transparent electrode surface 2 under nonexposing conditions. In that way, if the developing conditions are set in such a way that the toner layer 26 placed on the transparent electrode surface 2 is one or more but two or less layer of photosensitive toner 13, the photosensitive of the photosensitive toner is improved; and a sharp image with high density, free of fog and irregularity such as character blur can be formed. |
