An electrochromic data display and imaging device having a light modulating display layer comprising persistent electrochromic material and a counter-electrode layer having electrochromic material in a much greater proportion than said light modulating layer, with a uniform predetermined partial electric charge in said counterelectrode layer. The two layers are separated by an electrolyte layer and disposed between conductive electrode means.
