PROBLEM TO BE SOLVED: To secure the smooth oscillation of each lever while eliminating the thrust gap without using a stopper ring and an installation groove by pinching one of a pair of pivotal supporting boss parts formed into the U-shape so as to face to each other with one end of a cylinder shaft and a positioning abutment member. SOLUTION: A roller 16 provided in a lower end 15 is locked with a governor sleeve 36, and a torque-up device 22 is interposed between a first lever 13A for engaging an output unit 17 with a lack pin of a fuel injection pump and a second lever 13B, and lower-half parts 13a, 13b of each levers 13A, 13B are formed into a U-shape with a plane view. A pivotal supporting boss part 14c of an intermediate lever is arranged in series between opposite pivotal supporting parts 14a, 14a and between 14b, 14b, and these pivotal supporting parts 14a-14c are pivotally supported by a common cylinder shaft 12. An oscillation support shaft 11 passing through the cylinder shaft 12 is pivotally supported by bearings 34a, 34b, and pushed by a cover 32 through a positioning collar 19, the bearing 34a and the positioning abutment member 18 to position the cylinder shaft 12.
