PROBLEM TO BE SOLVED: To prevent wasteful power consumption caused by the failure to switch-off the electrical appliances at the time of going out by previously registering current quantity which can be operated at the time of going out in a distribution board and ringing alarm sound or a message from a slave set if current quantify exceeds the registered value when locking from the outside a house. SOLUTION: When only electrical appliances which can be operated during absence are operated and the initialization key SW21 of a master set 2 is depressed, a control circuit 24 transmits a registration signal 21 to a distribution panel 3. The control part 31 of the distribution panel 3 registers a current value (threshold) at this time in a memory 32. When locking is executed from the outside after registration, an entrance lock 4 transmit a locking signal S4 to the control circuit part 24 and the control circuit part 24 transmits a recognition request signal 22 for recognizing present current quantity at present to the distribution panel 3. When present current quantity exceeds the threshold, the control 31 of the distribution panel 3 transmits an alarm signal S3 to the master set 2. The master set 2 rings alarm sound or message sound to the entrance slave set 1.
