A plasma display panel is provided to decrease panel reflectivity and improve color temperature characteristic and contrast and uniform discharge as fluorescent material layer includes magnesium oxide material. A front substrate is formed. A scan electrode(102) and a sustain electrode(103) are arranged in the front substrate in order to be parallel to each other. An upside dielectric layer(104) is arranged at the upper part of the scan electrode and the sustain electrode. A rear substrate(111) is arranged to be opposed to the front substrate. A partition(112) partitions off discharge cell between the front substrate and the rear substrate. The upside dielectric layer comprises vitreous material and pigment. The pigment comprises cobalt(Co) material. The fluorescent material layer comprises fluorescent substance material and magnesium oxide(MgO) material.
