The construction element comprises two parallel timber booms (11) joined together by metal reinforcement elements (12). Each reinforcement element consists of a V-shaped rigid metal sheet having a flattened apex (14) and the widened end part (15) of the divergent legs (13). These end parts and the apex have teeth (16) intended to be driven into the timber of the booms. Each leg of the V-shaped reinforcement element comprises, on each side, bent reinforcing rims (17) and a central rib (19). The element can be used as a girder or joist. The method of manufacturing the element consists in holding two timber booms parallel on a bearing surface and in connecting them by means of V-shaped reinforcement elements placed on each side of the booms. The apparatus for the implementation comprises the means making it possible to carry out these operations.
