PURPOSE:To reduce the unconditional disuse of a packet and to minimize the disuse of voice packet that is unique information in a burst mode by disusing the packet in which a voice power is outside a prescribed range and holding allowance in a buffer when the queue of the buffer exceeds a preset value. CONSTITUTION:A voice signal 12 generated at a telephone set 11 is inputted to a voice packetizing device 20, and is assembled as the voice packet. At this time, the packet is sent to a packet switching device 30 after a voice level identification flag representing the intensity of a voice signal level is attached. When the congestion of the voice packet inputted from the voice packetizing device 20 occurs and the queue of the buffer 33 is extended, the packet with low voice signal level is disused. In such a way, it is possible to minimize the disuse of the packet in the burst mode without lowering the quality of voice communication. |
