PURPOSE:To produce high-concentration caustic alkali in high current efficiency, by placing a specific low-concentration aq. solution of alkali-metal salt in the anode cell of horizontal diaphragm electrolytic cell having a cartion-exchange membrane, and forming a gas phase pahse at the lower part of the cathode in the cathode cell.
