A parking management system and a method for operating the same are provided to improve efficiency of parking management by performing the parking guidance and the parking position tracking based on the license plate read in an RFID tag. A camera(22) photographs a license plate of vehicles entering a parking lot and reads the license plate. A parking ticket issuer(21) issues the parking ticket with an RFID tag type to record an entering time and the read number. A guidance broadcasting unit(24) guides the vehicle to an empty place through a speaker or monitor. A search terminal(25) informs a driver of a position of the parked vehicle. A sever(20) stores the license plate number and the entering time recorded in the parking ticket and receives the number read by the RFID reader and performs the guidance broadcasting to guide the vehicle to the empty place. When the parking is completed, the sever receives and stores the parking position and the number from the RFID reader.
