PROBLEM TO BE SOLVED: To provide a gas meter and a gas-metering system that give satisfaction to gas consumer by allowing user to have a gas discount feeling of reality when using gas and bring about gas discount effect to effectively accelerate the consumption of gas. SOLUTION: A discount flow rate integration means 142b-1, which a gas meter 14 has, integrates a gas flow rate following the use of gas whose charge is to be discounted. While gas whose charge is to be discounted is being used, a discount signal generation means 142b-2 generates and outputs a discount signal for indicating a discount usage state. Discount reporting means 18 and 20 perform reporting that they are in a discounted state based on the discount signal.
