PROBLEM TO BE SOLVED: To prevent illegal access of a third party by reinforcing security at the time of network connection.SOLUTION: A tag information generator 623 generates tag information from a user ID and MSISDN at the initial connection request time of a terminal 10. A key exchange processor 624 generates a common key upon reception of a key generation request containing tag information from the terminal 10, and stores the generated common key in association with MSISDN associated with the tag information contained in the key generation request into a storage unit 622. Upon reception of an authentication request corresponding to a connection request at a second or subsequent connection request of the terminal 10, an encryption part 625 encrypts a password associated with a received user ID by using a common key associated with the received MSISDN. An authentication part 626 calculates a hash value by using a received challenge code and an encrypted password, and determines that the connection request is valid when the hash value and a received respond code are coincident with each other.SELECTED DRAWING: Figure 2
