PURPOSE:To adjust the speed accurately by forming a loop of flexible long substance on the upper stream and the downstream of a speed adjusting part when continuously transferring a flexible long substance and releasing the loop and adjusting the speed when transferring after cutting with a cutter. CONSTITUTION:When continuous/transfer processing is selected by means of a transfer mode changing means G, it is adjusted by the transfer speed of a flexible long substance F and the laser beam between a couple of speed adjusting transfer rollers A and B, according to the output from a control means H and at the same time loops F1, F2 of long substance F are formed between a couple of this side transfer rollers C and a couple of rollers A and between a couple of rollers B and a couple of rear transfer rollers D. And when cutting transfer processing is designated, the loops F1, F2 are released and a cutter means E is driven to cut the long substance F into ones having the specified unit length and they are carried out from a couple of rollers D after passing through a couple of rollers C, A and B having shorter space than the cut length and adjusting the speed at a couple of rollers A and B. Hereby, it is made possible to expose after adjusting the speed accurately.
