PURPOSE:To obtain a distinct image with superior resolving power by pressing the front end of a plate type control means which is insulated from the ground toward an upstream side in a conveyance direction and forming a magnetic brush by the passage of a developer between a carrier and the control means. CONSTITUTION:The developer D in a developing device A is agitated by agitating members 7 and 8, conveyed with the conveying force of a sleeve 3 and a magnetic roll 4 while stuck on the surface of the sleeve 3, and held by a fixed member 6, and the front end of a layer forming member 5 which is insulated from a grounding part is pressed against the sleeve 3 to control the quantity of conveyance, thereby forming a short and uniform magnetic brush. An image formation body 20 is irradiated with image exposure light L from a laser optical system 26 based on data which is read by an image input part IN and converted by a processing part TR, thereby forming an electrostatic latent image, which is read by an image input part IN and converted by a processing part TR, thereby forming an electrostatic latent image, which is developed by the developing device A which contains toner. Then, the toner image is destaticized by an exposure lamp 28 and then transferred to recording paper P by a transfer electrode 29. Then, the recording paper P is separated from the formation body 20 by a separation electrode 30 and fixed by a fixing device 31, and the formation body 20 is cleaned by a destaticizing electrode 32 and a cleaning device 33.
