PROBLEM TO BE SOLVED: To provide a means for filling a filler 14 specifically into an upper surface portion 13a out of a cavity 13 defined by a rear surface of lining concrete 12 of an existing tunnel 11 and the natural ground 10, and to provide a method of filling the same. SOLUTION: The means for filling the filler is formed of bag-shaped weirs 20, holes 22 for the bag-shaped weirs, and a filling hole 23. Each bag-shaped weir 20 is formed like a bag so as to inflate upon introduction of fluid (air or water) therein and to deflate upon discharge of the fluid. The bag-shaped weir is arranged in the cavity 13 in a deflated state, and thereafter upon introduction of the fluid therein and inflation thereof, the weir defines the upper surface portion 13a to separate the same from the other area of the cavity. Each hole 22 for the bag-shaped weir is bored in the lining concrete 12 so as to communicate with the cavity 13, and functions to introduce the bag-shaped weir 20 in the deflated state to a predetermined location in the cavity 13. The filling hole 23 is bored in the lining concrete 12 so as to communicate with the upper surface portion 13a, for filling the filler 14 into the upper surface portion 13a.
