PROBLEM TO BE SOLVED: To decrease the number of signal lines for alarm collection. SOLUTION: Interface panels 1-n and a switch panel 10 collect an alarm detected in its own package by an alarm collection section 12 to generate an alarm cell and a cell insert section 11 inserts the alarm cell to a main signal. A switch section 14 of the switch panel 10 discriminates a path for a received cell and outputs a cell to a corresponding to path and extracts the alarm cell and outputs it to a buffer (BUFF) 18. The buffer 18 stores the alarm cells and gives them to an alarm section 19, which extracts alarm information from the alarm cells so as to raise alarming.
