PROBLEM TO BE SOLVED: To provide a vehicle deceleration determination system, a signal control apparatus, an on-vehicle apparatus, a method for controlling a signal, a method for determining the deceleration of a vehicle, and a computer program, in which even when the lighting time of a signal lamp color is updated, whether a vehicle should pass a prescribed position of a road or stop before the prescribed position can be safely determined. SOLUTION: The signal control apparatus 1 calculates time t1 at which an evaluation function PI becomes minimum on the basis of a vehicle profile, calculates the lower limit value T of switching time of a signal lamp color on the basis of the time t1 and transmits signal lamp information including the lower limit value T to the on-vehicle apparatus 4 through a road side apparatus 5. The on-vehicle apparatus 4 receives the signal lamp information and acquires the speed V and positional information of the vehicle. Then the on-vehicle apparatus 4 calculates a distance L up to a stop line, and when L≤V(T+β) is not satisfied and L≥V<SP>2</SP>/2d+αis not satisfied, outputs a deceleration signal to a vehicle control part to stop the vehicle at a deceleration speed d.
