An aspect of the present invention relates to a phantom apparatus for simulating a head and neck of a body, and provides a head and neck simulating phantom apparatus comprising: a first flat plate having a first insertion groove formed on one surface thereof; a second flat plate arranged to be in contact with one surface of the first plate and having a second insertion groove corresponding to the first insertion groove, the second insertion groove being formed on a contact surface of the second plate in contact with the one surface of the first plate; and a plurality of tooth mimics inserted into the first insertion groove and the second groove and simulating teeth of a body.
