An illumination device 1 that is configured from a frame body 3, a top-surface-part reflecting plate 11, a flexible substrate 13, etc. The frame body 3 is configured from a top surface part 5 and a side surface part 7. The flexible substrate 13 is rolled into an approximate circle such that substrate end parts 14 thereof face, is inserted inside the frame body 3, and is in contact with an inner surface of the side surface part 7. The flexible substrate 13 is flexible and elastically resilient. In addition, the top-surface-part reflecting plate 11 and the flexible substrate 13 are formed from micro-resin-foam sheets. An LED light-emitting-element package 17 is arranged on the inner-surface side of the side surface part 7 of the frame body 3 and radiates light in the direction of the central axis of the frame body 3.
