PROBLEM TO BE SOLVED: To manage a network having plural distributed components and systems by providing plural mounting level elements supplying first management related to plural aggregates and plural application level elements supplying second management related to plural aggregates. SOLUTION: The plural system controllers are arranged in application level elements which are application levels 600 and control the systems, the aggregates and the components and the mounting level elements which are the mounting levels 601 and control the systems, the aggregates and the components. The application level elements and the mounting level elements transmit and receive control signals and data signals accordance with the group of mappings 602 between the mounting levels 601 and the application levels 600. Management access can be executed through the plural levels of the network.
