PROBLEM TO BE SOLVED: To perform setting of an ATM switchboard to a detour line, in line failure regarding the ATM switchboard in the case of line failure. SOLUTION: An SNMP agent 60 of the ATM switchboard 12 on the called side detects line failures, notifies the line failure to a calling side by a trap signal, the trap signal is received by the SNMP agent 60 having an SNMP manager function, a line-managing part specifies the line in which the failure is generated, based on line failure information of the trap signal and switches it to the prescribed detour line in an ATM switchboard 11 on the calling side. In addition, a PNNI interface is mounted, and PNNI line failure is notified to the calling side by the trap signal.
