The system comprises: (a) a control knob (3), (b) a hollow seat (7) fixed to the bottom of the cistern, and (c) a movable valve (8) which controls the outlet flow of water through the seat, with (d) a transmission mechanism (5) connecting the control knob to the valve. The valve (8) is annular in shape and seals against the seat and head a waterproof chamber above it which is connected to the passage through the seat and is enclosed in a flexible housing (11). The upper end (11B) of the housing is connected to a fixed section of the transmission mechanism (5), while its lower end (11C) carries the annular valve and is liked to a mobile section of the transmission mechanism.
