PROBLEM TO BE SOLVED: To enable even an inexperienced caretaker to appropriately and quickly cope with an emergency such as a fire or a gas leakage and to reproduce the same operation as the emergency in a normal monitoring state to easily allow the practice of an operation procedure. SOLUTION: A voice guidance processing part, upon discriminating the operation of a main sound stop switch 64 in the case of a receiving alarm, blinks a voice guidance light 76 when there are contents for guidance, to urge the operation of a voice guidance switch 74, and whenever the operation of the voice guidance switch 74 is discriminated, the voice guidance processing part outputs, by voice, guidance indicating an operation method corresponding to the situation. A practice operation guidance processing part sets an operation practice mode when discriminating the operation of the voice guidance switch 74 in the monitoring state, and outputs, by voice, operation practice guidance indicating an operation procedure when receiving abnormality.
