PURPOSE:To improve safety for a backup system, by making a backup accelerator manipulated variable so as to become a low value, insomuch that starting operation is not started, in the case where a gear is set in a clutch-off state. CONSTITUTION:A car speed signal V, a gear position signal GP and a clutch signal CL are all inputted into a state detecting element 34 where a selector control signal S1 is inputted. This state detecting element 34 responds to a fact that a level of the selector control signal S1 varies from L to H by what an actual accelerator signal comes to an abnormal state, and at this time, gear set takes place at a transmission of a vehicle, and whether a clutch is off and a car speed is zero or not are discriminated. When this discriminated result is YES, a level of the output signal DS comes to H.
