PURPOSE:To enable detection of shut off of a valve, by a method wherein a valve seat and a valve body are formed by a material having conductivity. CONSTITUTION:A valve body 1' is formed by a conductive packing material, and a valve seat 14' is formed by a metal. A control device 15' is connected to a coil 5 and a valve seat 14'. Since, when the valve body 1' is brought into contact with the valve seat 14', the two members are both brought into a continuity state, this constitution enables detection of shut off of a valve.
