PROBLEM TO BE SOLVED: To realize a strict control of issuance in the case when print issuance or card issuance is made in large quantities by using many kinds of discrete data, by a method wherein flag data for detecting a state of issuance are allotted to each of the discrete data for issuance. SOLUTION: A first flag and a second flag are allotted to each data for print issuance stored and controlled on the data distributing-supplying means side as a data base, and a value 0 is given to the first and second flags of data not yet subjected to the print issuance. A value 1 is given to the first flag of data in the process of the print issuance and the value 0 to the second flag thereof, while the value 0 is given to the first flag of data of which the print issuance is completed and the value 1 to the second flag thereof, and only the data not yet subjected to the print issuance, to the first and second flags of which the value 0 is given, are outputted for ordinary issuance by a printing-issuing means.
