PURPOSE:To prevent malfunction or damage in a receiver side by providing a detecting means for detecting whether or not power of the receiver side is applied and a control means for permitting or inhibiting the transmission from a transmitter based on the result of detection of the said detection means. CONSTITUTION:When the power of a sender-side power supply 1 is applied and the power of a reception-side power supply 2 is 0V, an input voltage to the detecting means 11 is 0V and then a control means 13 is not operated. That is, a voltage from the sender power supply 1 is not fed to a sender-side interface device 3 and an output signal is fixed to 0V. Thus, no signal is inputted from the sender side to the reception-side interface device 4 and no damage of components takes place. Further, when the reception-side power supply 2 is turned on from the state, the input voltage of the detection means 11 of the reception-side interface device 4 rises to the specified value to actuate the control means 13. Thus, the voltage of the device 1 is fed to the interface device 3.
