PROBLEM TO BE SOLVED: To realize a moving image coder at a low cost where a coding efficiency and expansion performance are enhanced. SOLUTION: Since a header selection section 2 determines the presence or absence of header information to be added based on the position of an entered partial area in an original image, the overhead of a bit stream BS re- configuration section 32 is reduced. A border information discrimination section 14 outputs border information of a part of the BS and the BS re-configuration section 32 re-configures the BS based on the border information, so that decoding processing to detect the border is not required thereby reducing the overhead. Furthermore, an output right setting section 16 provides an output of the part of BS only when it has the output right and transfers sequentially the part of BS, and when an output of the series of the parts of BS is finished, the output right is sequentially transferred, thus a buffer storing the parts of BS is not required in the BS re-configuration section 32. |
