<p><P>PROBLEM TO BE SOLVED: To obtain an inexpensive heat insulating material excellent in heat insulating effect by laminating a sheet to an air bag body having a large number of air bags. <P>SOLUTION: The heat insulating material is constituted by providing a first sheet (2) on at least one side of a plate-shaped bag body (5) having a large number of air bags (4) to form a laminate (1) and has a heat insulating effect under a low temperature condition.
