The device has a stationary structure (2) with a building line tower (4) that comprises a construction protecting people from consequences of a disaster e.g. earthquake. A set of self-sustaining devices e.g. drink and industrial water containers (5), wind-power plant (6), storage vessels (7), medical devices (8), active part (9), telescope (10), impeller (11) and separate room (12), is used for rescue a set of protection seeking humans during period of the disaster event. The plant is used for self-sustaining power supply, where a foundation (3) of the tower has a well pit (14).
