<p><P>PROBLEM TO BE SOLVED: To decrypt encrypted texts transmitted/received using key data used in a transmitter and receiver, and analyze the texts. <P>SOLUTION: A common secret key generating device generates the secret key of an initiator and a responder in performing key exchange between the initiator (VPN device 2) and the responder (VPN client 4), and generates a public key from the secret key, and transmits an initiator side public key to the responder and transmits a responder side public key to the initiator. The device 3 generates a responder side common secret key using the initiator side secret key generated in the device 3 and the responder side public key received from the responder, and generates an initiator side common secret key using the responder side secret key generated in the inside and the initiator side public key received from the initiator.
