PROBLEM TO BE SOLVED: To provide a system shifting method capable of shifting from an area-unit communication system to a number-unit communication system so as to effectively utilize communication service offering facilities while considering throughput of an existent communication service offering facility without stopping offering a communication service as much as possible. SOLUTION: An east-system facility 140 is modified to carry out number-unit communication service processing, and communication service processing of the east-system facility 140 is switched from area-unit communication service processing to number-unit communication service processing. Next, a west-system facility 150 is modified to carry out number-unit communication service processing, communication service processing of the west-system facility 150 is switched from area-unit communication service processing to number-unit communication service processing in both the facilities 140 and 150 on the basis of preset number assignment, and communication service processing of the east-system facility 140 is switched from communication service processing in the single east-system facility to number-unit communication service processing in both the facilities.
