PROBLEM TO BE SOLVED: To decrease the number of IC cards and also facilitate the management of the IC cards by allowing one IC card to descramble signals from plural reception tuners. SOLUTION: Each of plural reception tuners receiving a scramble broadcast is provided with a data communication tuner in this descrambling system, an IC card 2 with a descrambling key is set to at least one reception tuner 1, the other reception tuners 1 obtain the descrambling key by means of communication through a data communication interface 3 with the reception tuner 1 to which the IC card 2 is set and can descramble the scrambled broadcast signal by using the descrambling key.
