A health services delivery system (10) that includes the issuance of incentives to its subscribers (40) to induce a more active role of the latter in achieving more efficiency and to promote preventive medicine. The system includes the creation and maintenance of databases for subscribers (40), vendors (60) who are typically specialists, information on the credits, penalties, and resulting net incentives for each subscriber (40).
