PROBLEM TO BE SOLVED: To enable a portable terminal to start, even if a secondary battery is in an overcharged state. SOLUTION: A portable telephone 1 is equipped with a USB connector 51, a secondary battery 71, which is supplied with a current from a charger 200 or USB equipment 210 connected to the USB connector 51; an equipment discriminator 67, which detects whether the charger 200 is connected after a voltage is applied to the USB connector 51; a current controller 65, which controls a current flowing from the USB connector 51 to the secondary battery 71; and a starter 61, which starts a CPU21, when the output voltage of the secondary battery 71 is at or exceeds the operating voltage. The current controller 65 allows the first current flow from the USB connector 51 to the secondary battery 71, according to the application of voltage to the USB connector 51, and allows the second current flow from the USB connector 51 to the secondary battery 71, on the condition that the connection of the charger 200 be detected by the equipment discriminator 67.
