PURPOSE:To improve the efficiency of encoding processing. CONSTITUTION:An error detection part 132 detects the error of encoded data generated by a data compression circuit 131 to encode a binary signal by using the continuous length of the combination of upper and lower picture elements in the binary image signal on two adjacent lines and a transition code at the time of a change. An error line corresponding position calculation part 133 detects the position of the binary image signal generating this error, and a relevant line recompression part 34 re-encodes the binary image signal at this position.
