PROBLEM TO BE SOLVED: To provide an idle engine speed control device for an internal combustion engine for ship for accurately determining target idle speed and target supply amount of secondary air and realizing a stable idle speed also when load is fluctuated due to a shift position by a clutch operation or replacement of a propeller. SOLUTION: Whether time when an engine started or time after the engine is started is judged and a learning control value AXREF is calculated (S300 to S312). Whether a clutch is located at a neutral position or a forward (reverse) position is judged and the learning control value AXREF (or TXREF) is calculated (S314 to 8338). Also target idle engine speed is determined in the same way.
