PROBLEM TO BE SOLVED: To provide a method for forming a moisture-permeable coating film having contamination resistance as well as antithetical effects of moisture perme ability and water-proof properties in which its moisture-permeable effect does not deteriorate with the passage of time owing to its excellent effect to remove contaminants naturally. SOLUTION: The surface of a moisture permeable base material is coated with a contamination-resistant water-base finish coating material which has a synthetic resin emulsion component, a permeable water absorption preventing silane material component, and a modified alkoxysilane condensate component and forms a coating film having water vapor permeability by JIS K 5400 8.17 of at least 40 g/m2.24 hr and water permeation by JIS A 6909 6.13 of 0.5 ml or below.
