PROBLEM TO BE SOLVED: To provide a program-broadcasting system and a program-broadcasting method which can amend broadcasting contents even during live programs and can prevent a break of the programs. SOLUTION: A program-broadcasting system 1 comprises a first exporter 3 and a second exporter 4 for exporting programs, a first delayer 5 and a second delayer 6 for delaying the programs exported from the first exporter 3 and the second exporter 4, and a switcher 7 for selecting one of outputs of the first delayer 5 and the second delayer 6. By monitoring the programs before a delay process exported from the first exporter 3 and the second exporter 4, when inappropriate images and voices are included in the programs, an appropriate disposal can be conducted in broadcasting the image voices.
