PROBLEM TO BE SOLVED: To reduce the number of times to access a router when confirming an actual state of a multicast tree.

SOLUTION: The system includes: a multicast monitor 16 which accesses a multicast transfer device which is included in a specified multicast tree candidate, and acquires multicast transfer information; and a multicast tree creation unit 15 which determines that there is multicast transfer from a multicast tree root to the multicast transfer device of the access when the acquired multicast transfer information shows that there is the multicast transfer, and creates multicast tree data.
