PROBLEM TO BE SOLVED: To provide a charge system suitable for both content user and content provider, when the content is provided using a prepaid method. SOLUTION: In the prepaid charge system, the content is distributed from a content distribution system 30 to a portable telephone 10 via network. A charge server 41 requests the charge per packet unit at the content distribution. The charge server 41 includes a charge means for renewing the prepaid sum of money, and a control means for permitting the content distribution, while the prepaid balance for the usage sum of money of prescribed data capacity unit remains.
