PROBLEM TO BE SOLVED: To provide an apparatus having a biasing member which applies load in a process where a stroboscope body opens but hardly applies load in an opening direction at a position where the stroboscope body is closed. SOLUTION: The equipment provided with a projecting member turning to open/close, for example, a camera apparatus includes the stroboscope body 2 provided to freely turn to open/close on a cabinet 1, a torsion spring 7 for biasing the stroboscope body 2 in the opening direction, a cam member 3 attached to the stroboscope body 2, and a leaf spring 50 for biasing the cam member 3. The cam member 3 successively includes a first cam part 30 with which the stroboscope body 2 comes into contact in the midst of opening, and a second cam part 31 with which the stroboscope body 2 comes into contact when turning to open further. The stroboscope body 2 is provided to freely turn among a first position where it is in a non-load state with the leaf spring 50 in the closed state of the stroboscope body 2, a second position where it receives the load in a direction where torque by the torsion spring 7 is decreased on a condition that the first cam part 30 comes into contact with the leaf spring 50, and a third position where it receives the load generating torque in the same direction as the torque by the torsion spring 7 on a condition that the second cam part 31 comes into contact with the leaf spring 50.
