PROBLEM TO BE SOLVED: To enhance antistatic property of a meter cover and reduce adhesion of dust by coating the cover with a surface layer including an optical semiconductor. SOLUTION: Many kinds of resin, e.g. acrylic resin, polycarbonate resin, hard vinyl chloride resin, styrene resin, polyester resin can be used for a transparent thermoplastic resin in this invention. Particularly, acrylic resin having superior transparency and polycarbonate resin having superior shock resistance and flame resistance are preferred. For an optical semiconductor, metallic oxides such as titanium oxide, tin oxide, zinc oxide, etc., can be used, particularly, titanium oxide is preferable because of chemical stability, more preferably, anatase-type titanium dioxide is preferable because of easy availability. A surface layer including the optical semiconductor is preferably formed of anatase- type titanium dioxide and silicone resin in a 0.1-100μm thickness when formed at a surface of a meter cover.
