PROBLEM TO BE SOLVED: To sufficiently promote the chemical reaction of fluid to be treated and to enhance treatment performance by enhancing the activity of the plasma in a plasma catalyst reactor (20) combining a low-temperature plasma and a noble metal-base catalyst. SOLUTION: The low-temperature plasma is generated by a corona discharge, creeping discharge, unvoiced discharge or partial discharge in a flow space of the fluid to be treated and the fluid to be treated is treated by combining the low-temperature plasma and the noble metal-base catalyst.
