PROBLEM TO BE SOLVED: To provide a technique of absorbing an earthquake force etc. when an earthquake force particularly in a vertical direction or a lifting force is induced in a bridge or another construction, and preventing an accident such as fall of the bridge or the like from a pier or the other bearing structure bearing the construction. SOLUTION: There is provided a movement inhibiting apparatus 23 to implement the technique, which is formed of a first member 24 and a second member 25. The first member 24 is divided into two pieces, e.g. a front piece and a rear piece, and by coupling the two pieces together, an almost rectangular box body is set up. The first member has a recess 24a formed in an almost lower central portion thereof. The second member 25 is formed of a base body 25a and a projection 25b integrally formed together with the same. The projection 25b has an enlarged head 25h extending forward/backward from an upper end thereof, and the projection 25b is engaged with the interior of the recess 24a formed in the first member.
