PURPOSE:To restrict overshoot of engine speed by setting the minimum level at a fuel reduction side or a fuel addition side, in ranges of speed slower of faster than target engine speed respectively in comparison with the characteristics of actual shaft output of zero. CONSTITUTION:If a decrease in load increases an engine speed from a target speed set by an acclerator 19, control to reduce fuel is done with the minimum position set at the fuel reduction side from the position where the characteristics of actual shaft output of zero (B) is exhibited, and an engine speed recovering operation is swiftly made. And as the engine speed is nearing to the target engine speed, the minimum position approaches the position for the characteristics of actual shaft output of zero (B). And if the engine speed is lowered below the target speed, the minimum position is set higher than the position for the characteristics of actual shaft output of zero (B). Thus, overshoot to the lower side of the target speed is restricted. Therefore, in every situation for setting an accelerator, the target speed is maintained by controlling fuel reduction, in response to drastic drop of load, with less overshoot of engine speed.
